- To prepare the dressing, combine the vinegar, oil, sugar, 1 teaspoon salt, and 3/4 teaspoon pepper and stir until the sugar is dissolved.
- Add the cabbage, onion, and parsley to the bowl and toss to combine. Slowly fold the oranges into the cabbage mixture. Chill for 2 hours before serving. Serve cold or at room temp.
