- Combine the brown sugar, cumin, salt, paprika, oregano, pepper and garlic in a small bowl. Rub the spice mixture evenly over the fish.
- Heat the oil in a large skillet over medium-high heat. Working in batches, cook the fish until dark golden brown, about 2-3 minutes per side. Transfer the cooked fish to a large bowl. Using a fork, flake the fish into bite-sized pieces.
- Layer the fish and salsa in the lettuce leaves. Serve and enjoy.
Substitute: Substitute shrimp, salmon or flounder for the tilapia!
