- Preheat oven to 450º. In a large skillet with a lid, heat oil over medium-high heat. When the oil shimmers, add the onion and saute, stirring frequently, until onions are translucent, about 5 minutes. Reduce heat to medium and add the garlic, sauteing for another minute. Finally, add the broccoli and ¼ cup of water, and cover to steam for 4 minutes.
- When vegetables are finished cooking (make sure all water is evaporated), combine all ingredients in a mixing bowl and fold together until everything is combined. The batter will be moist and sticky, but should hold together. If it is too wet, add more panko. If it’s too dry, add more water 1 tablespoon at a time.
- Form the mixture into patties that are approximately 2-2.5” in diameter. Place them on a parchment lined or well-greased baking sheet and bake for 20 minutes or until the tops begin to brown.
- Remove from the oven, top with green onion if desired, and serve warm.
