Cook and drain the pasta according to package instructions.
Cook and drain the vegetables according to package instructions.
In a large casserole dish, mix together the cooked pasta and cooked vegetables.
In a saucepan over medium heat, place the half-and-half, onion powder, garlic powder, salt, pepper, basil, and cheddar cheese. Cook until the cheese is melted.
Pour over the pasta/veggie mixture and stir combine. Add the Parmesan and stir.
Place in a 375-degree oven for approximately 15 minutes, then add the mozzarella and bake for another 5 minutes.
