- Combine water, coconut milk, sugar, red pepper flakes and salt in heavy large saucepan; simmer then stir in rice.
- Cover rice and lower the heat to medium-low and simmer for about 12 minutes.
- Remove from heat and let stand 10 minutes.
- Transfer rice to bowl; sprinkle with toasted coconut.
