Cook the pasta according to the package directions; drain and set aside in a large bowl.
Place the cream, water, Parmesan, garlic power, cream cheese, onion, chives, parsley, and peas in a medium saucepan. Cook for 6 to 7 minutes.
Pour the hot cream sauce over the pasta and combine well.
Add the bacon and stir to combine.
