  1. In a bowl, mix together the salt, pepper, onion powder, and garlic powder. Coat the beef with the seasoning.
  2. In a large slow cooker, place the soup mix and the water. Stir them together. Place the celery and onions in the slow cooker and place the beef on top.
  3. Arrange the potatoes and baby carrots around the beef.
  4. Cook (covered) on high for 2 hours, then reduce to low heat for another 4 to 5 hours until the beef is super-tender and falling apart.
