- In a large, deep saucepan over medium heat, saute the onions, celery, and carrots in the butter for several minutes, then add the garlic powder, onion powder, oregano, basil, salt, and pepper.
- Add in the tomatoes, tomato paste, chicken broth, kidney beans, and pasta, and continue cooking for approximately 20 minutes until all ingredients are soft and the soup is thoroughly heated.
- Serve warm; sprinkle with grated Parmesan and chopped chives if desired.
