- In a bowl, place the cooked potatoes into a large serving bowl and toss in the celery, the carrots, the green onions, the dill, the parsley, and the chives. Mix well.
- In a small bowl combine the oil, the red wine vinegar, the lemon juice, the Dijon mustard, the garlic powder, the salt and the pepper. Whisk together and pour over the potato salad. Toss gently to coat.
