Preheat oven to 425. Sift flour, baking powder, baking soda, sugar and salt together in a large bowl. Cut in butter with a pastry cutter or fork. In a small bowl, whisk together buttermilk and honey, then gently stir into flour mixture. Shape into a ball.
On a well-floured surface, pat dough into a rectangle about ½ inch thick. Fold it over then gently pat it down again. Fold over and pat down once or twice more, until it's about ½ inch thick.
Cut into rounds with a well-floured biscuit or cookie cutter. (Don't twist or they won't rise well.) Place rounds on a greased or lined cookie sheet. Bake 10-15 minutes or until golden brown.
Serve warm, with lots of butter.
