In a large, deep skillet, brown the ground beef, onion, garlic, and green pepper.
Once the meat is thoroughly cooked, add the salt, the pepper, the water, and the spaghetti sauce. Bring to a boil, stirring frequently.
Break the spaghetti into thirds and add to the mixture.
Cook until the pasta is soft, about 15 minutes.
- Serve topped with Parmesan cheese.
