Cream sugar and cream cheese together in small bowl until thoroughly blended. Gently fold in whipped topping.
- Use a piping bag or spoon into a small, resealable plastic bag and cut off 1 corner from bottom of bag. Note: This mixture can be made ahead of time. Spoon into bag as directed, but do not cut the corner off. Seal bag and refrigerate up to 2 days before using as directed.

Carefully pipe the cream cheese mixture onto cookies. Top with strawberries, placing the cut end on the bottom and press gently into cream cheese mixture to secure.

Pipe the remaining cream cheese mixture onto bottom tips of berries to resemble the top of a santa hat.
