Peel potatoes and chop into 1” cubes.
- Place potatoes in large pot of water, cover and boil for 20 minutes, or until potatoes are tender when poked with a fork.
- Drain potatoes and allow to cool completely, about 1 hour.
In a medium bowl, combine mayonnaise, celery, onion, relish, herbs, and spices.
Add potatoes and mix well.
Arrange greens on a serving platter, and top evenly with potato salad.
- Garnish with bell pepper slices and a sprinkling of paprika. Chill for at least 1 hour and serve.
