Gather your ingredients.
Place the ground beef in a large bowl and add the Parmesan, parsley, garlic, oregano, salt, pepper, pizza sauce, and breadcrumbs.
Form balls of 2 to 2 ½ inches (make approximately 12)
Line a muffin tin with foil liners and press each ball into the liner. Push the mixture up the sides a bit and leave a well in the center as shown.
Generously overfill each cup with mozzarella cheese.
Add mini pepperonis on top of the mozzarella.
Bake in a 350-degree oven for 20 minutes or until the meat is thoroughly cooked.
