In a large mixing bowl, using the beater attachment whip the heavy cream until you have stiff peaks. Scrape the sides and bottom of the bowl occasionally to be sure everything is combined well.
In another bowl, stir together the milk, sweetened condensed milk and vanilla. Fold the two mixtures together gently, being careful not to deflate the whipped cream. Gently fold in with a rubber spatula, creating a swirled effect.
Cover the bowl with plastic wrap and freeze for 6 hours or overnight. Scoop into your favorite type of ice cream cone or into a bowl and top with various toppings.
